What is this project?

The City of Mansfield is undertaking a year-long process to update our Future Land Use Plan.

What is a Future Land Use Plan?

The Future Land Use Plan (FLUP) is a long-range decision-making guide for the future growth and development of the City. The FLUP is an element of the City's comprehensive plan. 

How is the FLUP used?

The Plan:

  • Serves as a foundation document that establishes and guides City policy,
  • Provides the basis for zoning and zoning decisions, and
  • Provides the basis for the City’s capital improvement planning (CIP).

How is the FLUP being developed?

City staff and the consultant team will be working with a Citizen Planning Steering Committee (CPSC) throughout the process to guide the plan’s development. The CPSC will be a group of people that represent different areas and interests within Mansfield. The plan development process also includes two communitywide open house events that will occur both in-person and online to provide participation alternatives for the entire community. Project Phases

Phase Complete

Phase 1: Plan Foundation

The planning process begins with a review and documentation of local and regional existing plans, demographic trends, and other key issues affecting the City. 

Next, community participation is encouraged to establish the vision for Mansfield's future. This participation includes a CPSC meeting, a community open house with a virtual alternative, and meetings with the Planning & Zoning Commission and City Council to receive feedback on the City's vision and guiding principles. 

This phase will identify Mansfield's vision for the next 10 to 20 years, and beyond.

Phase 2: Plan Drafting & Refinement

During this phase, the consultant team will draft the plan's recommendations based on community participation in Phase 1. Periodically through the draft development process, the consultant team will present the latest content to the CPSC for review and feedback.

During this phase, primary involvement will focus on the CPSC members and City staff. The phase will conclude with a second community open house event with a virtual alternative for the public to provide feedback on the draft plan.

Phase 3: Plan Adoption

During the final phase, the consultant team will present the community's feedback to the Planning & Zoning Commission and City Council at a joint workshop for discussion and revisions. 

Finally, the Planning & Zoning Commission and City Council will hold a joint public hearing for any additional community comments before considering adoption.
